- Carriers must obtain a permit from Bina-Istra Operation and Maintenance d.o.o. for each special transport travelling on the Istrian Motorway.

- Carriers must apply for the permit allowing travelling on the Istrian Motorway a minimum of 3 (three) working days prior to scheduled transport.

- In case of need to change the permit, carriers must inform Bina-Istra Operation and Maintenance d.o.o. and obtain a new permit.

- Bina-Istra's Operation and Maintenance d.o.o. determines the terms and conditions regarding special transport on the Istrian motorway for each transport separately.

- Special transport can only be carried out on the basis of the permit issued by Bina-Istra Operation and Maintenance d.o.o. if the conditions of and on the public road it allow it.

- Keep safety distance between vehicles.
- Pull over and let any queue behind you overtake, if road conditions allow you to do so.

- In the event of postponed or changed time of transport, a new permit is required.

- In line with applicable laws and regulations and internal acts of the Bina-Istra Operation and Maintenance d.o.o., transport of dangerous goods through the Učka Tunnel is allowed under special conditions.

- Carriers must obtain a permit from Bina-Istra Operation and Maintenance d.o.o. for each transport of explosives through the Učka Tunnel.

- Carriers must apply for the permit allowing transport of explosives through the Učka Tunnel a minimum of 3 (three) working days prior to scheduled transport.

- In case of need to change the permit, carriers must inform Bina-Istra Operation and Maintenance d.o.o. and obtain a new permit.

- Bina-Istra Operation and Maintenance d.o.o. determines the terms and conditions regarding transport of explosives through the Učka Tunnel.

- All vehicles transporting DANGEROUS GOODS, upon arrival to any of the Učka Tunnel portals, must turn to the parking areas provided for dangerous goods and wait to be checked by the firefighter on duty.

- All vehicles transporting DANGEROUS GOODS must turn on the rotating beacon light when travelling through the Tunnel.

- If a vehicle transporting dangerous goods has no rotating beacon light or it is not operating correctly, it will not be allowed to pass through the Učka Tunnel.

- Permit is requested by sending a filled in form (download the form here) supported by the Decision of the Ministry of the Interior permitting transport

- Submit the filled-in request to the Traffic Operations and Safety Department of Bina-Istra Operation and Maintenance d.o.o. no later than 2 (two) working days before your scheduled transport.

- Between 22:00 and 05:00 the carrier of explosives is not required to provide own escort; escort is provided by Bina-Istra with two vehicles.

- Between 05:00 and 22:00 the carrier of explosives is required to provide one escort vehicle duly equipped in accordance with the Explosive Substances and Manufacturing and Selling of Weapons Act (OG 70/17), while the other vehicle is provided by Bina-Istra.
